GoHighLevel WhatsApp pricing has two parts: a flat $10 a month for each sub-account that has WhatsApp switched on, and a charge for each message you send, set by Meta and based on the recipient's country and the type of message. HighLevel recently removed the 5% processing fee it used to add to every message, so you now pay Meta's published rate exactly. At the same time, Meta started charging for replies inside the 24-hour service window again, with 1,000 free per phone number each month. This guide covers every charge, the current rates in common markets, worked monthly costs, and how agencies can resell it.

Short version

  • HighLevel charges $10 a month per WhatsApp-enabled sub-account. Messages are billed on top, from your wallet.
  • The 5% processing fee is gone. Your per-message rate now matches Meta's rate card exactly, in every market and category.
  • Marketing, utility and authentication templates are charged per delivered message. Utility templates are now charged inside the service window too.
  • Service replies (free-form messages inside an open 24-hour window) are free for the first 1,000 per phone number each month, then charged at the market's utility rate.
  • Incoming messages are free, and conversations that start from a Click to WhatsApp ad or a Facebook Page button stay free for a set window.

What HighLevel and Meta changed

Two separate changes landed together, and they pull your bill in opposite directions.

HighLevel dropped its 5% fee. Until recently, HighLevel added 5% to every WhatsApp message to cover payment processing. That fee has been removed from every message type in every market, automatically, for every sub-account. HighLevel's changelog puts it plainly: open Meta's rate card, open HighLevel's, and the numbers match. Here is what that does to the marketing rate in the markets HighLevel used as examples.

Marketing message toWith the 5% feeNow
United States and Canada$0.0263$0.0250
United Kingdom$0.0667$0.0635
Spain$0.0742$0.0707
Brazil$0.0656$0.0625
India$0.0124$0.0118
Colombia$0.0131$0.0125

Meta started charging for messages that were free. Two kinds of message that cost nothing before are now billed per message:

  • Service messages. Any free-form reply you send inside an open 24-hour customer service window. In GoHighLevel that includes manual replies from the Conversations inbox, workflow replies and Conversation AI replies. Each business phone number gets 1,000 free service messages a month, then every extra one is charged.
  • Utility templates inside the window. Utility messages sent while a customer service window is open used to be free. They are now charged at the normal utility rate, the same as utility templates sent outside the window.

Meta also moved nine countries out of their regional "Rest of" pricing groups onto their own lines on the rate card: Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine. A handful of other markets saw rate increases or decreases. In most markets the removed 5% means your marketing rate went down. HighLevel notes that in markets where Meta's own increase is larger than 5%, the rate still went up.

Older help pages may still show the 5%

Some HighLevel help articles, and the reselling calculator inside the agency settings, still show older rates, and some help pages mention a Stripe fee added on top. The changelog, Meta's rate card and the live pricing in your wallet are the current figures, and your bill follows the wallet rates. If a number you see is about 5% higher than Meta's, it is the old rate.

A few details matter here. Meta only charges for messages that are delivered, not for messages sent, and it never charges for messages a customer sends you. Each message carries only one charge, based on its category. The rate depends on the recipient's country calling code, not on where your business is based. Calls are billed in short pulses by destination, and HighLevel's WhatsApp billing guide lists the per-minute rates. It also says business-initiated calling is not available for numbers registered in some countries, including the United States and Canada.

The $10 subscription is the only fixed cost. It is one of the add-ons listed in our full GoHighLevel pricing guide, which also covers the plans, SMS, email and AI usage.

Per-message rates by country

Rates vary a lot by market. A marketing message to Germany costs more than ten times one to India. The figures below are from the current rate card HighLevel published, which it says matches Meta's pricing page line for line. All rates are in US dollars per delivered message.

MarketMarketingUtility and service
North America (US, Canada)$0.0250$0.0034
United Kingdom$0.0635$0.0220

Other (unlisted countries)$0.0604$0.0077

Service messages are priced the same as utility messages in every market, and Meta says its utility, authentication and service rates match by market. Some markets also have a higher authentication-international rate, which applies to large senders delivering one-time passcodes into those countries from elsewhere. Meta lists every market, the country codes in each regional group, and the volume discounts for utility and authentication in the rate cards on its pricing page. Meta can update rates up to four times a year, so check the card before quoting a client.

Marketing templates do not reach US numbers

Meta's documentation says WhatsApp does not currently deliver marketing template messages to users with United States phone numbers. Undelivered messages are not charged, but they also reach no one. For US contacts, plan around utility templates, replies inside the service window and Click to WhatsApp ads.

Worked example: what a month costs

Here is the maths for two typical sub-accounts, using the rates above and stated volumes. Swap in your own numbers to estimate your bill. Each example assumes one WhatsApp number, so the 1,000 free service messages apply once.

UK clinicOne number, reminders, support and a monthly offer
WhatsApp subscription$10.00
Service replies, 2,500 − 1,000 free = 1,500 × $0.0220$33.00
Utility reminders, 800 × $0.0220$17.60
Marketing templates, 500 × $0.0635$31.75
Per month$92.35
With the old 5% fee, the same usage would have been about $4.12 more. The bigger change is the 1,500 service replies, which used to be free.
US home services companyOne number, mostly replies and booking confirmations
WhatsApp subscription$10.00
Service replies, 1,800 − 1,000 free = 800 × $0.0034$2.72
Utility confirmations, 1,500 × $0.0034$5.10
Marketing templates to US numbersNot delivered
Per month$17.82
North American utility rates are low, so the $10 subscription is most of this bill. Promotions to US contacts need another channel or a Click to WhatsApp ad.

The pattern is clear. In high-rate markets such as the UK and Germany, a busy support inbox is now the line to watch. In North America the usage is small and the subscription dominates. Either way, a number that stays under 1,000 service replies a month pays nothing extra for them.

If you need several numbers for one client, each number gets its own 1,000 free service messages, because the allowance is counted per phone number rather than per sub-account or per contact. Unused messages do not roll over to the next month.

How to keep WhatsApp costs down

  • Start conversations from Click to WhatsApp ads. When someone messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button on the Android or iOS app, and you reply within 24 hours, that reply opens a free entry point window. Inside it, marketing, utility, authentication and service messages are all free. HighLevel describes the window as 72 hours. Meta's pricing page says it can stay open for up to 7 days, so plan around 72 hours and treat anything beyond that as a bonus.
  • Watch per-number volume. Busy support numbers and Conversation AI replies are the most exposed to the service charge. Check which sub-accounts send more than 1,000 replies a month.
  • Pick the right template category. Meta classifies any template that is not clearly transactional or a passcode as marketing, which is the most expensive category. Keep order, booking and account updates as genuine utility templates.
  • Keep the customer service window in mind. Free-form replies can only be sent while the 24-hour window is open. Once it closes, you need an approved template, even inside a free entry point window.
  • Set a wallet balance alert. HighLevel suggests setting one under Settings, then Company Billing, so a rate change never interrupts sending.

If you also text US contacts by SMS, that channel has its own registration and fees. WhatsApp messages do not go through A2P 10DLC, but SMS to US numbers does. Our A2P 10DLC registration guide covers that side.

Reselling and markup for agencies

Agencies can pass both parts of the WhatsApp bill to clients: the monthly subscription and the message usage.

The subscription. With your agency Stripe account connected, you set a client-facing price for the WhatsApp subscription. When a client buys it, two subscriptions are created: one between HighLevel and your agency at $10 a month, and one between your agency and the client at whatever you charge. Anything above $10 is your margin. You can set a different price for individual clients from the sub-account's reselling settings. On SaaS v2, clients can also pay for WhatsApp from their wallet balance, which helps if you do not use Stripe. Without Stripe or wallet reselling, you can deploy WhatsApp directly, in which case your agency pays the subscription and the message charges come out of your agency wallet.

In our account, HighLevel's price is $10 a month, the customer's price is set to $29.99, and the reselling screen shows the profit straight away: $19.99 a month for each sub-account that buys WhatsApp, before any usage markup.

The usage. Message charges are rebilled with a multiplier on cost. HighLevel's billing guide lists a usage-based markup from 1x to 10x. Its own example is a US marketing message at the base rate with a 1.5x multiplier, charged to the client at 1.5 times the cost. Because it is a multiplier, your client price moves automatically whenever Meta changes a rate.

The Usage Based Details calculator at a 1x markup. It still shows the older North America rates, not the current wallet rates. Screenshot from our GoHighLevel account.
The reselling calculator shows older rates

HighLevel's reselling calculator still uses the older North America rates: $0.0263 per marketing message and $0.0042 per utility message, which is where its "about 380" and "about 2,380 messages for $10" come from. The live pricing in the wallet shows $0.0250 and $0.0034, since HighLevel removed the 5% fee. Bills follow the wallet rates, so at the North America rate $10 now covers 400 marketing messages or about 2,940 utility messages at cost. In that region, marketing templates only reach Canadian numbers.

UK clinic usage, from the exampleYour costClient pays
Multiplier 1x, at cost$82.35$82.35
Multiplier 1.25x$82.35$102.94
Multiplier 1.5x$82.35$123.53

Two things to check. First, the multiplier: HighLevel's guide says the default was 1.05x to cover the old processing fee, while the slider in our account shows 1x, which earns nothing on usage. With that fee gone, a 1.05x multiplier now adds a small margin rather than covering a cost, so set the number you actually want. Second, client agreements: if you quoted clients a fixed price that assumed free service replies, high-volume support accounts may now cost you more than you charge.

Which HighLevel plan you are on matters too. In our pricing guide, rebilling usage at cost comes with Unlimited, and setting your own markup comes with Agency Pro. Check the reselling settings in your own account before you promise a client a margin.

How to set up WhatsApp in GoHighLevel

The flow depends on whether you are an agency reselling WhatsApp or a business adding it to your own account. This is the agency route, based on HighLevel's setup guide and billing guide.

  1. In the agency view, connect your agency's Stripe account if you want clients to pay you directly.
  2. Open Reselling from the agency menu and select WhatsApp.
  3. Turn WhatsApp on and set your customer's price for the monthly subscription.
  4. Under Usage Based Markup, choose the multiplier for message and call usage.
  5. Under sub-account management, click Manage to choose which sub-accounts get WhatsApp rebilling, then save.

Reselling, then Subscription, then WhatsApp: a $29.99 customer price on HighLevel's $10 leaves $19.99 profit, with the usage markup slider and the Manage button for sub-accounts below. Screenshot from our GoHighLevel account.
  1. In the client's sub-account, go to Settings, then WhatsApp. The client confirms the purchase and is taken to the WhatsApp signup to connect their business number.
GoHighLevel sub-account Settings, WhatsApp page titled Subscribe to WhatsApp Messaging, showing $10 per month with a 1 month commitment and an Agency Purchase button
The agency admin view of Settings, then WhatsApp in a sub-account: $10 a month, 1 month commitment, with usage billed to the agency wallet. Screenshot from our GoHighLevel account.

There is also a direct route without reselling. When an agency admin opens Settings, then WhatsApp in a sub-account, the page offers WhatsApp at $10 a month with a 1 month commitment and an Agency Purchase button. Choosing it charges the $10 to the agency, not the client, and any WhatsApp message usage from that sub-account is billed to the agency wallet. Only agency admins see this page.

If the number is already on the WhatsApp Business app, read HighLevel's notes on number migration and coexistence before you connect it. Meta may also ask for business verification. Neither changes the pricing, but both affect how quickly you can start sending templates.

Billing for the $10 subscription happens on the card on file, while message charges come out of the wallet as they happen. HighLevel lists the WhatsApp subscription as a monthly charge per sub-account, separate from your plan. Our annual vs monthly guide explains how monthly and yearly billing work for the plan itself.

Common questions

How much does WhatsApp cost in GoHighLevel?

HighLevel charges $10 a month for each sub-account with WhatsApp enabled. On top of that, each delivered message is charged at Meta's rate for the recipient's country and the message category. Incoming messages are free.

Does GoHighLevel still add a 5% fee to WhatsApp messages?

No. HighLevel recently removed its 5% processing fee from every WhatsApp message, in every market and category. You now pay Meta's published per-message rate exactly. The change applied automatically to all sub-accounts.

Are WhatsApp replies free in GoHighLevel?

Not all of them anymore. Free-form replies inside the 24-hour customer service window are service messages. Each business phone number gets 1,000 free service messages a month, and every extra one is charged at the market's utility rate. This includes manual inbox replies, workflow replies and Conversation AI replies.

What is a WhatsApp service message?

A service message is any non-template message a business sends to answer a customer, which can only be sent while the 24-hour customer service window is open. The window opens when the customer messages you and resets with each new message from them.

How much does a WhatsApp marketing message cost?

It depends on the recipient's country. On the current rate card it is $0.0250 for North America, $0.0635 for the United Kingdom, $0.0118 for India and $0.1365 for Germany. Meta does not currently deliver marketing templates to United States phone numbers.

Can agencies mark up WhatsApp in GoHighLevel?

Yes. Agencies can charge clients their own price for the monthly subscription and apply a usage multiplier from 1x to 10x to message costs. Because rebilling is a multiplier on cost, the client price follows any change in Meta's rates.

Are Click to WhatsApp ad conversations free?

Yes. When a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, a free entry point window opens in which every message type is free. HighLevel describes this window as 72 hours.

Does WhatsApp in GoHighLevel need A2P 10DLC registration?

No. A2P 10DLC registration applies to SMS sent to US phone numbers. WhatsApp messages go through Meta's WhatsApp Business Platform instead, which has its own business verification and template approval.

The verdict

GoHighLevel WhatsApp pricing is now about as transparent as it gets: $10 a month per sub-account, plus Meta's published rate for each delivered message, with no HighLevel fee on top. Removing the 5% made every message a little cheaper.

The bigger change is on Meta's side. Support replies are no longer free beyond 1,000 per number each month, and utility templates are charged inside the service window too. For a quiet inbox in North America that barely moves the bill. For a busy support number in the UK or Europe, or an account running Conversation AI, it can add more than the subscription itself.

Look up your clients' main markets on the rate card, count how many replies each number sends, and set your rebilling multiplier on purpose rather than leaving the old default in place.
